What is Environmentally Preferable Purchasing (EPP)?

The Environmental Protection Agency (EPA) in Executive Order 13101 defines EPP as "products or services that have a lesser or reduced effect on human health and the environment when compared with competing products or services that serve the same purpose. This comparison may consider raw materials acquisition, production, manufacturing, packaging, distribution, re-use, operation, maintenance, or disposal of the product or service."

EPP Ordinance 180751

The City of Los Angeles adopted the Environmentally Preferable Purchasing (EPP) program in June 2009 through Ordinance 180751. The Ordinance expanded the existing green purchasing policies established through Buy Recycled 2000 and requires each City department to report annually regarding their environmentally preferable purchasing practices.
